Are there rules for pronouncing c as c sound or k sound ?

Most of the time, we follow the French rules, so the C sound depends on the next vowel: ca, co, cu have a K sound (carousel, communicate, curious); ce, ci, cy have an S sound (certain, civilization, cygnet). There are exceptions like Celtic (K sound) and coeliac (S sound), but they're not too common. It depends on the origin of the word.
