Why does it contain the quotation marks? At this point, they may experience some pride at having managed to survive, they may be hopeful about the future, and they express their willingness to "roll up their sleeves" and try to rebuild. -- why is the quotation marks used in the idiom "roll up their sleeves"? Is it used to indicate that the phrase should be understood literally, not figuratively? Please help me! Thanks!^^

Yes, it is to indicate that it is a figure of speech and that you should not actually roll up your sleeves. Even though the origin of the expression does exactly lie there.
