稿 : draft, manuscript, rough copy
笺 : note, memo; stationery; comments
稿笺 would usually refer to a more rough version of the draft
since 稿 would mean it's a full article that's nearing completion
where as 笺 is just notes

是的，稿笺代表你写文章的纸；稿有是就只你为了写某些东西，而预先写下大致内容，我们称之为“打草稿”
