What's the meaning of " not at all" please? Does it mean "you're welcome"? A: Thank you very much. B: Not at all. *By the way, "thank you" =or ≠ "thank you all the same"? Why?

The British say "Not at all" in response to "Thank you". The Americans say "You are welcome." It is basically a cultural difference. Similarly, what the British call a pavement is called a sidewalk in the U.S. There are many such differences in vocabulary and usage.

Yes, it does. The person who is being thanked is modestly saying that thanks are not needed, it was a small thing, it was nothing.
