I want to ask a question, Which is more formal, 'Hope that ...' or 'I hope that ...' ?
Is 'Hope that ...' a imperative sentence?

"I hope that" is formal. "Hope that" is informal. You would say it in a sentence like this: "Hey buddy! Hope that you have a fun trip!" That sounds natural.

@apres moi In Chinese, in most cases, '我希望blablabla' is more formal.

Formal English means that all the information is written out clearly... so, contractions and casual omissions of the subject (eg. "Hope that...") are informal.
