It means "to lick your lips". It can be either literally or figuratively, but it basically means to they couldn't wait to eat the delicious food.

Chops means cheeks. Animals can lick their cheeks, and often do after eating, to get the remaining food and flavour. People cannot lick their chops, but instead lick their lips. Chops can also refer to a beard which is grown only on the cheeks.

I guess I would call it an idiom, basically meaning to greatly anticipate something, often delicious food. Literally, an animal salivates in anticipation.
