I don't think it is a particularly common phrase. I assume that it is just a quick eyebrow raise (and lower). Raising your eyebrows often expresses doubt or surprise. It could also be a non-verbal sign to someone. I guess the significance would vary a bit between different cultures, and even different social groups.
