They're different parts of speech.
'Near' is a preposition : 'He lives near the sea.'
'Nearby' can be an adverb: 'I waited nearby.'
'Nearby' can also be an adjective: 'He went into a nearby cafe.'

"Near" can be used as a preposition whereas "nearby" cannot.
