Hey, man! I think you're thinking of 'scumbag'. Well, 'scumbag' is a mean, rude person. I'm not a native, but I think is pretty offensive. Cheers!

Scumbag is definitely used more. It sounds like a word Bart would use to mean something similar to scumbag. A person would probably call someone this if they were disgusted by his behavior.
