Looking sideways to see how Searle was taking this odd wooing, Walter was delighted to observe a sort of absentmindedness in Searle as he consumed his beer. As it was, Toby was baffled into trying far too hard and making a fool of himself. He did everything but juggle with plates. The way they word this sentence is basically saying that there's no possibility that a reason not to be impressed by Toby would come into existence.
