peepers are normally eyes. However in that example it seem to mean something else. Can you provide more context.
"To get a pass for" mean "to be allowed to get away with something".
He stayed out past curfew last night but I'll give him a pass for his good attitude.
However again without having more context I can't say exactly what is meant in your example.
