"이라고 합니다" is a polite and formal form of "이라고 한다". - 이라고: 이다(is) + ~라고 (that ...) - 한다: present tense of 하다 (do, say, etc). So 이라고 한다 and 이라고 합니다 mean "It is said that ..." or "They say that ...". It is missing the fact clause. You can think of an example like. - 호흡기 질환이 제일 많은 계절은 봄철이라고 합니다: Spring is said to be the season seeing the most respiratory ailments.
