Are they both OK, It's 'RAINY' OR 'RAINING' these days. You'd better take an umbrella?

I think both are fine, however, I would not use 'these days'. Instead I would say:
It's quite rainy at the moment. - 'at the moment' in this case, does not mean the exact moment, but how you used 'these days'.
It's been raining a lot lately. - same meaning as above, just a different way of saying it.
It's been raining quite a bit lately. - same as above

Both are correct! I would probably add "a lot" to the "it's raining (a lot) these days" though, but it still makes sense.
