The Umberto Eco piece where this quote is taken from is very complex even for an Italian speaker, with a lot of references both in high and pop culture and an use of sarcasm and irony that might make it difficult to understand. The sentence "Copacabana la donna è regina la donna è sovrana" is taken from a Raffaella Carrà pop song. The song describes an exotic dream of escape, the singer dreams of Copacabana, a far away place in Brazil where she thinks women are sexually dominant. Umberto Eco is basically saying that if you dream of escaping in a third world country, in a country less advanced but where life is sweeter and sexier (as Brazil has been perceived by Italian for a long time) you just need to wait. The fate of Italy, in his view, is to become a third world country, with all its pros and cons (of course he is being ironic and provocative).
