First, it should be "year" not "years." A screwup (or screw-up) is someone who makes a lot of mistakes, or hasn't really become successful. To screw something up means to mess it up, or to ruin it.
The writer is saying that most people who are 28 aren't completely successful in life yet, and he or she was just the same.
