mess someone around/about Is this phrase used in the meaning of 'to treat someone badly' outside the UK? Some dictionaries label it British or mainly British, others label it American slang.

This is not US usage. We would "mess with someone" in this case.

For me, in America, I use "mess around" when I am talking about goofing off and maybe wasting time. Or being silly.
