I would say: I tried to call you many times to set up a meeting with you.

Set is not correct in this context. You could use set up as suggested by others, or: I tried to call you many times to arrange a meeting with you. I tried to call you many times to schedule a meeting with you. I tried to call you many times to book a meeting with you.
