Is "naughty boy"a polite way to say?
If I encounter with a family with a little boy,the boy is vibrant,jumping around.Could I say "he is a naughty boy"?
How about "naughty girl"?

No, that isn't what 'naughty' means. Your description just suggests that the child is lively and energetic.
'Naughty' means mischievous. A naughty child may be badly behaved or even disobedient. The difference is that 'naughty' or 'mischievous' behaviour may actually be quite amusing or endearing.
In other contexts, 'naughty' has the meaning of 'bad but fun'.
