I’m not sure about a line of a sitcom
"Oh, you know your Aunt Jean. She was always just two steps away from the gutter."
What did the " two steps away from the gutter" mean? Did it mean that Aunt Jean was always drunk?

Yes, but it means she didn't get so drunk that would sleep in the gutter, or lose her house and so on. She wasn't that bad, but she would get close to being that bad.
