the meaning of "shutter" as verb hi, what is the meaning of "shutter" here? I thought it could mean let us stop recording the amount of rain, or it broke the record. GOV. Some places saw as much as 20 inches of rain. The historic flooding shut down more than 500 roads and bridges. The verb is to shatter, as in to break into a number tiny pieces. An example of which could be "the glass shattered when I dropped it". When they say a record was shattered it suggests that it was broken by a considerable amount. I can't think of a time I would use shutter as a verb.
