What's the cocoa crisis means in your context? Is it a shortage or oversupply? If it is oversupply that cause the crisis, then the price cut down in cocoa may bring more profits or lower costs for downstream chocolate plants and later consumers. Hence, "down the line" means downstream market coule be easily understood.

Generally speaking "down the line" means later on during the process.
So if you imagine the chocolate supply chain, starting with Cocoa growers in Ivory Cost, through the buyers, manufacturers, wholesalers, retailers, to the eventual consumer of the chocolate, then this implies that if cocoa prices are depressed, then that might eventually translate into cheaper chocolate prices, or higher profits.
