It is responsive. It relates to the speed and efficiency of responding.

Responsive is an adjective that refers to reacting quickly or answering like - When I complained to the store, the manager was responsive to my concerns.
Responsible, is more like having an obligation to something our having control of something or someone - I ran a red light. So, I was responsible for the accident.

She is "unresponsive" & even impatient of caresses from anyone except her mother.
