"Call the meeting to order" употребляется в двух ситуациях:   (1)  Так же как Вы написали, оно употреляется, чтобы открыть заседание.  (2)  Если заседание уже началось, и потом приходит в непорядок, председатель имеет право призвать заседание к порядку.  ["Everyone was speaking at the same time, so the chairman had to call the meeting to order."]
