I only know professional designation is a qualification,but I have no idea the full meaning of this sentence .

I agree with Gary and John – you really need to provide context when you ask a question. Nevertheless, I've got a free moment, so I'll give it a try:

It's not written as a sentence, but rather as a bullet point. It means that if the applicant has a professional designation (licence, certificate, degree – it depends on the occupation), it would be an asset (of value / helpful).

Can you give more context? It doesn't make much sense as it is.
