"Coffer" is like 'wallet' (ie, collection of money), but is informal and a little accusative; it's almost always used in a negative sense for other people. The implication of the sentence is that they are being chosen for monetary purposes.

A "coffer" is an old word for a chest (ie. storage for money). You will see coffer in a literary or poetic sense. It's not a wallet, it's not informal and it isn't a negative expression. http://etymonline.com/index.php?allowed_in_frame=0&search=coffer
