Hi Allan,
When we have come to a conclusion or when we make a choice after considering some factors, we "decide".
Example: Looking at the sunny sky, we decided to go to the beach.
When we calculate or conduct some research to collect some data in order to form a conclusion, we "determine".
Example: After years of research, scientists have determined that substance X contributes to global warming.
As a side discussion, "determined" can be used as either a verb or an adjective.
Examples:
We determined (verb-past tense) the factors affecting the rate of evaporation.
John was determined (adjective-describing John's strong desire and will) to pass his exams with flying colours.
In your example:
I decided to study abroad. (Yes, you have made up your mind to study overseas.)
I am determined to study abroad. (You will do whatever it takes to study overseas.)
So, the meaning changes according to which word you use and the way you construct your sentences.
Hope this helps.

"Decide" is close to "choice."
Examples: "Have you decided where you will take a vacation?" "I've decided to eat chocolate instead of spinach."
"Have you made a choice about where you will take a vacation?" I've chosen to eat chocolate instead of spinach."
"Determine" is is closer to coming to a conclusion.
Examples: "I've determined it's not safe to go inside. He has a gun." "Can you determine how old this horse is?"
"I've concluded it's not safe to go inside. He has a gun." Can you come to a conclusion as to the age of this horse?"
For your sentences: "I decided to go on a study-abroad." You've made a choice. Perfect sentence.
"I determined to go on a study-abroad." should be changed to: "I determined it was best to study abroad." This sentence implies you have done some research, and have come to the conclusion that it was best to study abroad.
Note: "determined" (with the "ed") can mean you will do something no matter how difficult it is. "I'm determined to lose 20 pounds by next month."
Hope this helps. :-)
