Hi Asghar, The comparison is between 1 & 2 below: 1) Households and businesses in capital cities 2) Households and businesses in regional areas This is about digitalization, and the fact that with better connections rural areas will have better access to service, education etc. In my opinion the sentence is unnecessarily complex, in that the intention is not to compare households to businesses. They expect you to compare households to households, and businesses to businesses between the two areas.
