b) Come fai a saperlo?
È l'una frase più corretta che l'altra? Oppure è l'una complettamento falsa?

Sono ambedue corrette.
FARE A + infinito, IN FRASI INTERROGATIVE, in questo caso significa RIUSCIRE, POTERE.
"COME FAI A SAPERLO?" quindi significa "COME PUOI SAPERLO?", cioè: "COME SEI RIUSCITO A VENIRNE A CONOSCENZA?" ("a venire a conoscenza di ciò?").
