The meaning of creep, like the meaning of all words, depends on the context.
I would say that as a noun, it is usually stronger than Jinnela described. A creep is someone who makes others uncomfortable or nervous because of his or her weird and strange behavior, aspect or actions.
I'm creeped out by her. = I feel anxious and uncomfortable around her.
He gives me the creeps. = He makes me feel weird and nervous.
That's creepy! = That is scary or eerie or icky (gross, disgusting)!
As a verb, to creep means to move slowly and stealthily, like a predator in the night.
I'm available for English lessons. Cheers!

"Creep" has multiple meanings, depending on the context. A "Creep" can be a person who is weird, irregular, and makes you feel uncomfortable. Or, as a verb, "to creep" means to stalk.
