I have a question about the meaning of the phrase ""It has come to my notice that".
Does it mean someone or something make you noticed it? like someone tells you? or you noticed it by yourself?

It can mean any of those things, but it is a very formal way of saying it.

It is better to say, "it has come to my attention", and it means something or someone has been noticed by you.
