Hi everyone,
Is the expression "person in charge" used only for people at managerial positions? Or, do you say it to someone who is an operator for a machine or something like that?

No. It can be anything. For example, "The class monitor is in charge of everything when the teacher is absent from the classroom". Right now I am in the same time zone as you are :) Here for more than a week. Right now in Osaka, then off to the southern cities of Kyoto, Nara etc. Then one day in Tokyo before heading off to other parts of Asia :)
