To be verb and passive voice Should we always use the "to be verb" with "ing" form in the case of using the subject pronoun "I" I mean should we always say "I'm just exercising" Is theren't any exception when we can use it without ing form? I myself think there shouldn't be any exeptions The government is belived to be (considered/considering) to pass a law making it a crime to import any kind of weapon. I don't kow where should I use "to be +pp or to be+ing" although I know the active and passive voice, I can't understand when to use just the "to be" verb or other forms "being+pp" Can any one tell me the rules.

Hi Amir, I don't fully understand your question, but this should help: "The government is believed to be considering to pass a law..." This is the correct form. - Here 'is believed' is passive. That is, people think this, not the government - the government is not doing the believing. The people are doing the believing part. - But 'considering' is active, that is, the government is considering, not the people. It is like saying 'The government is thinking about this possible choice' - active. A double-passive sentence with 'is believed' plus 'considered'": "The government is believed to be considered (to be) too stiff by the newcomers." This sentence means that people in general think that the newcomers consider the government too stiff. Or, people in general believe that the newcomers think that the government is too stiff. - Here again 'is believed' is passive. That is, people (people in general, not the newcomers) think this, not the government - the government is not doing the believing. The people are doing the believing part. - Also 'is considered' is passive. Here the government is not doing the considering. The newcomers are. The newcomers think this about the government. I will give you two more similar sentences with active and passive, and I think you'll understand the difference: 1 "Our new larvae are believed to be eating at night, because nobody can see them eating during the day." 2 "The new larvae are believed to be eaten at night by predators, because in the morning there are only 10% of the larvae left." In number 1 the eating is done by the larvae. The larvae eat at night. In number 2 the eating is not done by the larvae, but by the predators. Predators are eating the larvae at night, and so most of them disappear. In both sentences 'are believed to be' is passive, meaning that the larvae don't do the believing, the people do it.
