What does "the bridge is out ahead" mean?

It means that the bridge that you are approaching is not in working order. You cannot use it to cross. The sign is funny because it's using very large letters to warn about not touching the sharp edges of the sign, something that most people would not do anyway. In small letters, it is warning about the much bigger problem that the bridge is not usable.
