To reframe means to look at something differently. I would say, "let's reframe the issue" if I wanted to have you look at something from a different point of view.

Yes, an idea of looking at it differently, but to me more of a call to action, rewrite, recouch, redescribe, reexpress to get an action.

The suggestion was totally unpalatable to the audience as originally expressed, but reframed in the second telling more as a opportunity to prevent future problems, it received a warm reception.
