Die Bedeutung "Hörst du nicht den Vogel singen, er zwitschert Lobeshymnen Auf die Seen in denen sogar die Fische oben schwimmen." Tell me please, does "die Fische oben schwimmen" mean that they are dead and that's why they are on the surface of the water?

Yes, the fish are dead. The birds who are singing praising songs because the fish are on the surface, is ironic. Actually they would be happy to have many fishes near the surface, because they would be an easy catch, but the fishes are dead due to pollution.
