what does "within 1000 words" mean ?
My teacher has given me an assignment to do and it is to write an essay within 1000 words. what confuses me is that I should write less than 1000 words or more than 1000 words? so please help :)

not more than 1000 words, so 1000 is the limit.

Strictly it means not greater than. That is, less than or equal to.
