What does "Almost Famous "mean? I heard that almost famous doesn't mean literally. It does mean before breaking thorough? Is that correct?

Not really. It's perhaps a reference to a state of dreamy aspiration, of wanting and feeling near to "fame and glory" - very probably an unjustified optimism.
