does '' filing report'' refer to practical side of something in this context?
A: Did you have any project manager?
B: Yes I did.
A:Was he good at managing?
B: That wasn't his strong point! I think he was often more interested in the academic side of things than filing reports. He was a bit of a dreamer.

He wasn't very good at that type of monotonous work, but preferred to do the job of actually managing and not filling. He probably thought people below him should be doing that work.

filing report  is often necessary but a mechanic, time-consuming not very imaginative task, often quite boring too.  And the project manager mentioned here doesn't seem to be that kind of person at all if he's considered a bit of a day dreamer
