Is it natural to describe a teacher in this way ?
The better communicator they are, the better teacher they are (or they make ?)

It is accurate and understandable, but it’s an uncommon way of saying it for a couple reasons. One is the “The better ____ they are...” construction is uncommon and the other is “communicator” is an uncommon word as well.
