what adjectives order should be in the phrase "hazel sparkling eyes (sparkling hazel eyes) ?
could you explain why?

As I explained when you asked a similar question a few days ago, the rule is that the most subjective adjective comes furthest from the noun. As the colour 'hazel' is less subjective than the quality of being 'sparkling' it comes closer to the noun: 'beautiful hazel eyes', 'sad hazel eyes', 'sparkling hazel eyes'.

“Sparkling hazel eyes” sounds natural; the other order does not. I’m not sure what the rule is but, in every example I can think of, the adjective for color always comes right before the noun. “Old brown shoe” not “brown old shoe.” “Dirty red car” not “red dirty car.”

Adjective order is complex in English and the more you read/listen the more instinctive it will be, but in the meantime I recommend having a good look at the below link.
Here it is 'sparkling hazel eyes' because sparkling is a physical quality, which precedes colour.
