“Puddle pails” is not a common phrase. You won’t see it elsewhere.

It is just being used here by the poet to mean “raining heavily”.

Poetry, being tinged with open meaning, can be hard to understand. 'Pails' means 'buckets' So maybe buckets of water (puddles?).  Not really clear.
