准时和按时，时间上都可以表示on time这一点几乎没有区别。但是通常用准时表示的有更多主动的意愿，而且通常准时会表达的时间更精确的意思，比如 飞机准时着陆。“按时”有一些被动的意愿，同时也表示规律性的习惯，比如按时吃药，按时上班。
