It means to do much more than what's required; to go far beyond what is required or expected of you

I believe it comes from the phrase “above and beyond the call of duty”. “The call of duty” is what you are required to do.

The phrase to go above and beyond means to do an excellent job on something—even beyond what is expected.
For example: He's always been a good friend, but while I was ill he really went above and beyond.

"Going above and beyond" means doing more than required or giving extra effort.
The sentence could also say: "...to thank those who are giving extra effort to help them in need."
