Hello!
The word "ever" is an adverb used to say "at any time". For example:
"Have you ever been to a foreign country?"
or
"Will you ever start behaving in a way that is socially acceptable?"

Ever means in all circumstances did you find something to be true.
Ever is not "sometimes". "Ever" is always.
Example. Will there ever be a time that you will stop loving me?

Yes, it is used that way a lot. "That was the best movie I have ever seen" = I have never seen a better one. In your quote, it is used like "ever." It means, "their math was not good enough to understand the problem. Therefore, they could never succeed." It is also similar in use to "forever."
PS: Sometimes people say, "I will never, ever, marry you." The "ever" serves as emphasis.

Dear Xiao Deng ,ever here means up to that point of time , and this text is a literary text so that is why "ever" has been used this way.
