I had to look up erotogenic, but it seems it's a synonym of erogenous, slightly narrowed down by Freud.
I think in this case he means that it isn't only the sense of touch that can give people pleasure, but also the sense of sight. You can get pleasure from looking at something sexual, not just from touch. In this case he is saying this applies specifically to exhibitionism and voyeurism/scopophilia.
