Hello, You would say it to anyone you find really special. If a guy told you so ,take care :) He might be just pulling your leg or he might be sincere and likes you really ,so just be aware of his intention :). He should first prove ,he can love you and he dares ;)

Você é muito especial = You are very special Probably you would say that to charm or to flatter someone... Or to say that that person is very special to you. Or maybe even as a expression of rude ironic humour (meaning that you are special because you have special qualities, like being, let's say, retarded, deficient, etc.) I hope it may help you. =]
