Different translators will have different translations. From what I have known Daoism works have had many different translation editions, it seems impossible to translate Chinese stuff into English that is such a different language perfectly, authentically, originally.
So my edition will be:
The greatest view has not a certain form or even has not a form.
The most spectacular view/scenery does not have a constant/fixed appearance and even has not at all.
