Whats the meaning of "the pasive voice" ?

It is the form of a verb (be + past participle) used when the subject is affected by the action of the verb:
'The e-mail was sent yesterday.'
'The room has been cleaned.'
= passive sentences and passive verbs
If you compare it with the 'active voice', you'll notice that the subject performs the action. The subject (person or thing) is the doer.
'I sent an e-mail yesterday.'
'I have cleaned the room.'
= active sentences and active verbs

Passive voice is a voice that indicates that the subject is the patient or recipient of the action denoted by the verb.
" A letter was written by me".
The passive voice is that form of the verb which represents the subject as being acted upon, OR
The passive voice is that form of the verb which represents the subject and the object by the same word.

Passive voice is the same as using 被 in Chinese.
With passive voice, the subject receives the action of the transitive verb.
"The house was built by a new company."
"He was defeated by his opponent."
"The winning horse was ridden by Tom"
