The one I learnt as a kid was:
"Eeny meeny miny moe
Catch a monkey by his toe
If he squeals let him go
Eeny meeny miny moe"
There are several variations but I have no idea about Justin Bieber's version (sorry, I don't even know who he is).

"Eeny, meeny, miny, moe", which can be spelled a number of ways, is a children's counting rhyme, used to select a person to be "it" for games and similar purposes. The rhyme has existed in various forms since the 1850s, or perhaps earlier, and is common in many languages, with similar-sounding nonsense syllables.
Common modern versions include:
Eeny, meeny, miny, moe,
Catch a tiger by the toe.
If he hollers let him go,
Eeny, meeny, miny, moe.

i think they have no meaning
i know it's only a song for children, we have it in egypt called"hady bady"
a child begins singing it as if he is counting the children like 1 2 3, and so on till he/she reaches the last word . the boy who you touch when saying the last word will be the chosen one to close his/her eyes or cover his/her eyes with a band till the other children hide, then he/she tries to find them
