you say 噢 when you feel a little surprise.and 哦 usually express the feeling that you have known before
example：——我们明天去旅游吧。——噢？
——我们今晚吃鱼吧。——哦。

哦：感叹词（inter j.）表示将信将疑【expressing doubt】
噢：感叹词（inter j.）表示了解、明白【expressing understanding】

哦 is “ to be surprised or to understand. 哦, 您是陈小姐 or 哦！我明白了
噢 is to moan because of pain

我个人觉得“噢”相比于“哦”有种惊讶的感觉。“哦”像是在敷衍。
